The WhatsApp Business API is Meta’s official way for a business to send WhatsApp messages at scale, answer customers as a team and connect WhatsApp to its own software. The rules have moved quickly: per-message pricing since 1 July 2025, the end of free service messages on 1 October 2026, and new rate cards every quarter. This guide, current as of 24 October 2026, brings together Meta’s official rules, its prices for the DRC and Africa, and the steps to get started.
KEY TAKEAWAYS
- The WhatsApp Business API now runs on the Cloud API, hosted by Meta; the self-hosted On-Premises API stopped working on 23 October 2025.
- To message a customer first, you need a template approved by Meta; to reply within 24 hours of their last message, free-form text is enough.
- Since 1 July 2025, Meta charges for each delivered message, based on its category and the recipient’s country calling code.
- Since 1 October 2026, service messages are charged beyond 1,000 per month per business number, and utility messages sent inside the 24-hour window are billed.
- For DRC numbers (+243), which fall under Meta’s “Other” pricing region, a marketing message costs $0.0604 and a utility, authentication or service message $0.0077.
- Unofficial tools put your number at risk of a ban; the official API also requires you to follow Meta’s policies.
What is the WhatsApp Business API?
The WhatsApp Business API is Meta’s official interface that lets a business send and receive WhatsApp messages from software, at scale. An API (application programming interface) is a doorway that lets two pieces of software exchange data.
Meta calls it the WhatsApp Business Platform. Its main entry point, the WhatsApp Cloud API, has been hosted by Meta since 2022, so there is no server to install, and the older On-Premises version stopped working on 23 October 2025. Customer messages and delivery statuses (sent, delivered, read) reach you by webhook, an automatic call to your server.
Why use a provider?
Meta supplies the API, not the day-to-day tools. According to Meta’s documentation, a Tech Provider offers WhatsApp Business Platform services to other businesses: the client adds its own payment method, Meta bills it for API usage and the Tech Provider bills for its own services. Coussema is a Meta Tech Provider: its platform adds a team inbox, campaigns, template tracking and an API, while the account and the number stay in your name.
WhatsApp Business app vs WhatsApp Business API: what’s the difference?
The WhatsApp Business app is free and built for a small team on one phone; the API is for sending at volume, with several people and from your own software.
| Criterion | WhatsApp Business app | WhatsApp Business API |
|---|---|---|
| Best for | Shop owners, small teams | Businesses with volume, a team or software to connect |
| Users | One phone and up to 4 linked devices | Several agents on the same number |
| Bulk sending | Broadcast lists, received only by contacts who saved your number | Approved templates, sent to customers who opted in |
| Automation | Greeting and away messages, quick replies | Chatbots, webhooks, links to your own software |
| Integrations | No API | API and webhooks |
| Price | Free | Messages billed by Meta, plus any provider subscription |
In some countries, the app also offers paid marketing messages. The API becomes worthwhile when several people answer on the same number, or when you automate orders, appointments and login codes.
What can you send? WhatsApp message categories
Meta puts every business message into a category that sets its price: marketing, utility and authentication for templates, and service for free-form replies. Since July 2026, a fifth category, Meta Business Agent, covers replies written by Meta’s own AI agent; since 1 August 2026, Meta bills them by the amount of text processed, about $0.04 to $0.05 per message by its own estimate.
| Category | Use | Example |
|---|---|---|
| Marketing | Promotions, announcements, win-back campaigns | “20% off the whole store this weekend. Reply YES to book.” |
| Utility | Order updates, appointment reminders, invoices | “Reminder: your appointment is tomorrow at 10 am.” |
| Authentication | One-time codes to verify an identity | “482917 is your verification code.” |
| Service | Free-form reply inside the 24-hour window | “Hi Patrick, Esther is looking after your order.” |
A utility template must have no promotional intent and must relate to the customer’s order, account or request: an order update that includes a promotion becomes marketing. Only authentication templates may carry an OTP (one-time password), with a copy-code or one-tap button and no links, media or emojis.
Template messages and the 24-hour customer service window
A template message is a pre-approved message format with variable parts, such as a first name or an order number; it is the only way to message a customer first. The customer service window is the 24-hour period that opens when a customer messages or calls you: you can reply freely, and each new customer message restarts it.
When do you need a template?
- For any contact the business starts: campaigns, reminders, notifications, codes.
- To get back in touch with a customer once the 24-hour window has closed.
- Not to reply within 24 hours: text, images, documents and voice notes are free-form. An OTP code still always goes through an authentication template.
For billing, when a customer reaches you from a Click to WhatsApp ad and you reply within 24 hours, Meta opens a free period of up to 7 days. It does not extend the free-form window: after 24 hours, you still need a template.
How does Meta approve a template?
You set a category, a language and the text, with a sample for each variable ({{1}} for the first name). Meta decides within 24 hours; a rejected template can be edited or appealed. Since 9 April 2025, a template submitted as utility but judged promotional is approved as marketing, at the marketing rate. Later on, a template that customers rate poorly is paused for 3 hours, then 6 hours, then disabled.
Tips to get your templates approved
- Pick the right category: a payment reminder stays utility as long as it contains no offer.
- Give a realistic sample for each variable, number the variables in order, and never start or end the text with one.
- Don’t copy an existing template, and never ask for a full card number or an ID number.
How much does the WhatsApp Business API cost in 2026?
The cost has two parts: Meta’s price for each delivered message, set by category and recipient country, and your provider’s fees. For DRC numbers, Meta charges $0.0604 per marketing message and $0.0077 per utility, authentication or service message (rate card of 1 October 2026).
Meta’s model: a price per delivered message
Since 1 July 2025, Meta charges per message, and only when it is delivered; messages your customers send you are free. WhatsApp API pricing depends on the category and the recipient’s country calling code. According to Meta’s pricing page, the rate card covers 47 markets and changes only on the first day of a quarter.
What changed on 1 October 2026
- Service messages, free since November 2024, are charged again, at the utility rate.
- Each business number keeps 1,000 free service messages a month, with no rollover.
- Utility messages sent inside the 24-hour window, free since July 2025, are now charged.
- Without a payment method at Meta, service messages beyond the free tier are no longer delivered.
- Eligible government bodies and non-profits keep free service messages until 31 December 2027.
What are the rates for the DRC and the rest of Africa?
Meta lists the DRC neither as a market of its own nor in its “Rest of Africa” region. Any country missing from that list falls under “Other”, so +243 numbers pay that rate, higher than in most neighbouring countries.
| Meta market | Marketing | Utility | Authentication | Service (beyond 1,000 a month) |
|---|---|---|---|---|
| DRC (+243), “Other” region | $0.0604 | $0.0077 | $0.0077 | $0.0077 |
| Rest of Africa (Republic of the Congo, Angola, Kenya, Côte d’Ivoire, Senegal…) | $0.0225 | $0.004 | $0.004 | $0.004 |
| Nigeria | $0.0516 | $0.0067 | $0.0067 | $0.0067 |
| South Africa | $0.0379 | $0.0095 | $0.0095 | $0.0095 |
| Morocco | $0.0414 | $0.023 | $0.023 | $0.023 |
Utility and authentication rates fall with monthly volume tiers: in the “Other” region, the utility list rate applies up to 80,000 messages a month, then drops step by step to $0.0058. Service messages have no volume tiers.
What does a provider charge?
Providers charge a subscription, a markup on each Meta message, or both. With Coussema, Meta bills its messages directly, at its own rates, on the card of your WhatsApp Business account, with no markup; Coussema charges a monthly subscription, with 7 days free.
| Coussema plan | Price per month | WhatsApp numbers | Messages included per month |
|---|---|---|---|
| Essential | $19 | 3 | 10,000 |
| Business | $49 | 10 | 50,000 |
| Pro | $149 | 50 | 250,000 |
| Platform | $399 | 100 | 1,000,000 |
Every plan includes unlimited users, the API and webhooks. Beyond the included messages, Coussema charges $2 per 10,000 messages; an extra number costs $5 a month. Details are on the WhatsApp Business API and Pricing pages.
Worked example: what does a Kinshasa shop pay?
An online shop sends, in one month and from one number, 5,000 marketing messages, 20,000 order notifications and 3,000 customer service replies, 1,000 of them free. The last column applies the same volumes to customers in Kenya (“Rest of Africa”).
| Item | Volume | Customers in the DRC (+243) | Customers in Kenya (+254) |
|---|---|---|---|
| Marketing | 5,000 | $302.00 | $112.50 |
| Utility | 20,000 | $154.00 | $80.00 |
| Billed service | 2,000 | $15.40 | $8.00 |
| Total billed by Meta | 27,000 messages | $471.40 | $200.50 |
| Coussema Business subscription | 50,000 messages included | $49.00 | $49.00 |
| Monthly total | – | $520.40 | $249.50 |
Excluding any taxes. Here, marketing makes up nearly two thirds of Meta’s bill in the DRC.
How do you get access to the WhatsApp Business API?
You need a Meta business portfolio, a number that is not in use in the WhatsApp app, a compliant display name, a payment method and a first approved template.
Meta’s 5 requirements
- A business portfolio: the space that groups your company’s assets at Meta.
- A number you own, with a country code, that can receive an SMS or a call for the verification code. If it is already in use on WhatsApp, you have two routes: delete that account from the app to move the number to the API, or use coexistence (see below).
- A display name, the name your customers see, clearly tied to your business, with no generic terms, no “official” and no reference to WhatsApp or Meta.
- A payment method: a card at Meta, which bills your messages, unless your provider re-bills them itself.
- A first approved template.
With Coussema, in 4 steps
- Create your account by signing up, then start the 7-day free trial from your WhatsApp workspace, with no commitment.
- Connect your number in Meta’s official window, from your workspace. A number coming from another provider keeps its name.
- Add your card at Meta, which bills you directly for your messages.
- Send: get a template approved, then launch a campaign or reply from the team inbox.
Your WhatsApp Business account and your number remain yours, even if you leave. For developers, one Coussema key serves both SMS and WhatsApp if it has the whatsapp:send (send) and whatsapp:read (read) scopes:
curl -X POST https://api.coussema.com/v1/whatsapp/messages \
-H "Authorization: Bearer $COUSSEMA_API_KEY" \
-H "Content-Type: application/json" \
-H "Idempotency-Key: invoice-12345-wa" \
-d '{
"type": "template",
"to": "+243810000000",
"phoneNumberId": "11111111-1111-4111-8111-111111111111",
"template": { "name": "payment_notice", "language": "fr",
"category": "utility", "parameters": ["12345"] }
}'A 202 Accepted response means the message was accepted into the sending queue, not that it was delivered; status updates (sent, delivered, read or failed) arrive by signed webhook, which your server can authenticate. The API sends approved utility or authentication templates to recipients whose consent is recorded. See the WhatsApp API documentation.
Messaging limits, quality rating and business verification
Meta caps how many different customers you can message outside the service window in a rolling 24 hours: 250 to start, then 2,000, 10,000, 100,000 and unlimited. According to Meta’s messaging limits documentation, updated on 21 May 2026, the limit applies to the whole business portfolio and is shared by its numbers.
| Limit (unique customers per 24 hours) | How to reach it |
|---|---|
| 250 | Starting limit for a new portfolio |
| 2,000 | Verify your business, or deliver 2,000 messages outside the window to unique customers within 30 days, using high-quality templates |
| 10,000, 100,000, then unlimited | Automatic step up within 6 hours, with high quality and at least half of your limit used over 7 days |
Your number’s quality rating (green, yellow or red) reflects blocks and reports over the last 7 days; repeated abuse leads to restrictions and, in the end, to the account being disabled.
Business verification, in Meta Business Suite, asks for your legal name, address, phone number and an HTTPS website, sometimes official documents; a decision can take up to 14 working days. With an approved display name, it raises the template limit from 250 to 6,000 per account, but it brings no badge: the blue “Official Business Account” checkmark is requested separately.
Official API or QR-code tool: what are the risks?
Unofficial tools link your number to third-party software through a QR code, the way WhatsApp Web does; WhatsApp’s Help Center warns that linking an account to an unofficial app can get it temporarily or permanently banned. The official API goes through Meta, with approved templates and an account in your name.
WhatsApp cannot check the security of these apps, and a compromised account can be used to send spam. A QR code alone does not give them away, since Meta’s official coexistence uses one too: be wary instead of any service that automates WhatsApp Web or promises unlimited sending without templates. For a number that carries your brand, the risk is not worth it.
WhatsApp Business API in the DRC and Africa: practical tips
WhatsApp has more than 3 billion monthly active users, according to Meta (April 2025). In the DRC, the challenge is reach: DataReportal counted 34.7 million internet users at the end of 2025, or 30.5% of the population, which leaves nearly 70% of people offline.
- International format: +243 followed by the number without the leading 0, for example
+243810000000. - Templates in French: French (
fr) and Swahili (sw) are among Meta’s template languages, but Lingala, Kikongo and Tshiluba are not. Then reply in the customer’s own language within the 24 hours. - SMS as a fallback: SMS works on every mobile phone, without an internet connection. Plan it for codes and urgent alerts, as our guide to bulk SMS in the DRC explains.
- Cost by category: in the DRC, a marketing message costs almost 8 times as much as a utility message, so target your campaigns.
- Customer consent: Meta requires an opt-in that names your business, collected by SMS, on a website, by phone or on paper, in line with local law.
How to choose a WhatsApp Business API provider
A good provider uses Meta’s official API, is clear about who bills the messages and leaves you the owner of your number.
| Criterion | Question to ask |
|---|---|
| Official API | Does the service use Meta’s official API, including for any QR-code coexistence? |
| Billing | Does Meta bill you directly, with no provider markup? |
| Ownership | Do the account and the number stay in your name, even if you leave? |
| Team inbox | Can several people reply on the same number? |
| API and webhooks | Is the API documented, with statuses sent by webhook? |
| Templates | Can you create templates and track Meta’s approval? |
| Customer consent | Is a customer’s “STOP” applied automatically? |
| Trial and support | Can you test with no commitment and easily reach a team? |
For Coussema: Meta’s official API, messages billed by Meta with no markup, account and number in your name, unlimited users, signed webhooks, template approval tracking, “STOP” applied automatically, a team you can reach on WhatsApp and by phone, and 7 days free. For a specific need, talk to the team.
Frequently asked questions
Is the WhatsApp Business API free?
No. Meta charges for every delivered message, based on its category and the recipient’s country. Messages from your customers, 1,000 service messages per month per number, and conversations started from a Click to WhatsApp ad remain free.
How much does a WhatsApp message cost in the DRC?
Under Meta’s rate card of 1 October 2026, a message to a +243 number costs $0.0604 for marketing and $0.0077 for utility, authentication or service, because the DRC falls under the “Other” region. Meta can revise its prices every quarter.
Do I need a new number for the WhatsApp Business API?
No. You can keep your number: delete the associated WhatsApp account to move it to the API, or use Meta’s official coexistence, which also keeps it in the WhatsApp Business app, if your provider offers it.
What is the difference between WhatsApp Business and the API?
The WhatsApp Business app is free and runs on one phone, with up to four linked devices. The API lets you send approved templates at scale, reply as a team and connect your software; Meta bills the messages.
How long does template approval take?
Meta says a decision takes up to 24 hours. A rejected template can be edited and resubmitted, or appealed, and appeals are also decided within 24 hours.
How can you send bulk WhatsApp messages without getting banned?
Use the official API, with approved templates and customers who have opted in. The limit rises from 250 to 2,000 customers per 24 hours once you meet one of Meta’s conditions (a verified business, for example), then to 10,000, 100,000 and unlimited if quality stays high and you use at least half of your limit over 7 days.
What is a Meta Tech Provider?
A Meta Tech Provider is a company that offers WhatsApp Business Platform services to other businesses. Its clients add their own payment method: Meta bills them for messages, and the Tech Provider bills for its services. Coussema is a Meta Tech Provider.
Does the WhatsApp Business API work outside the DRC?
Yes. The API can message numbers in every country where Meta offers WhatsApp, and the price depends on the recipient’s country calling code. At Coussema, WhatsApp is open to every country, while SMS covers the DRC for now, with other destinations opening.
